Questions and answers about the new Visa payment card
Why will my Mastercard be replaced with a Visa card?
To make payment processes more efficient, BluOr Bank has decided to switch to the Visa payment system, which is why the bank's payment card offering will change. Starting from January 2025, all existing BluOr Bank Mastercard holders will have their cards automatically replaced with Visa cards.
Do I need to order a Visa card in the online banking system?
Existing clients do not need to order a new Visa card. Starting from January 2025, new Visa cards will automatically be issued and gradually sent to the address you have provided in the online banking system.
Will card usage terms and the price list change when switching to the new card?
The new Visa card will be subject to the same terms and price list as your current Mastercard.
Initially, Visa payment cards will not support cash deposits or PIN code changes at BluOr Bank ATMs. BluOr Bank will inform clients separately when these services become available. Cash deposits can be made at the BluOr Bank Customer Service Center, Jēkaba Street 2, Riga.
All Visa payment cards will have new standard usage limits, even if individual limits were set for Mastercard cards:
Cash withdrawal limits:
• Per transaction: 2,500 EUR
• Per day: 2,500 EUR
• Per month: 15,000 EUR
Purchases online and at points of sale:
• Per transaction: 50,000 EUR
• Per day: 50,000 EUR
• Per month: 300,000 EUR
Card usage limits can be adjusted via internet banking.
Will I need to pay for the issuance of the Visa card?
For all existing BluOr Bank clients, the new Visa card will be issued free of charge.
How will the replacement of Mastercard with Visa cards take place?
Starting in January 2025, a new card will be sent to you, and the bank will simultaneously open a new card account linked to your new Visa card. Clients do not need to open a new card account or apply separately for the Visa card.
Will supplementary cardholders' cards also be replaced?
If a client has issued multiple supplementary cards, all active Mastercard supplementary cards will be replaced with Visa cards and sent to the customer's authorised person at the address provided by the customer in internetbank.
When and how can I use the new Visa card?
Before use, the Visa card must be activated in the online banking system or the bank's mobile application.
The PIN code for Visa cards will be available in the online banking system or the mobile application under the card section.
Clients can use the new Visa cards for purchases in stores and online, as well as for cash withdrawals at BluOr Bank and other banks' ATMs.
In the initial period, Visa cards will temporarily not support cash deposits or PIN code changes at BluOr Bank ATMs. BluOr Bank will provide updates on the availability of these services. Clients can deposit cash at the BluOr Bank Customer Service Center's cashier.
Why can't I make payments with my new Visa card?
Your new Visa payment card may not be accepted at certain merchants because some merchants have not yet updated their data in the international card system - Visa (International Card Scheme – Visa). As a result, the new card may not be recognized. Merchants and card transaction processing centers update their data gradually according to their own schedules.

What will happen to payments to the account linked to the Mastercard payment card?
If the account linked to the Mastercard card was used for incoming payments from government and municipal institutions or suppliers, we kindly ask you to inform them about opening a new account or provide details of another account you will use for such payments in the future.
Since the account associated with the Mastercard card will be closed after the card is terminated, incoming payments to that account will be returned to the sender.
What will happen to regular payments from the account linked to the Mastercard or recurring card payments?
Clients who had registered regular payments using the account linked to the Mastercard card should update their payment details.
If the Mastercard card is linked to recurring card payments for online subscriptions, they should be re-registered with the new Visa card details by February 28, 2025, inclusive.
Will the process for confirming online card transactions change?
Clients who have been using Digipass for card transaction confirmation will now need to use a code sent via SMS to the phone number linked to the card. For users of the Blue KEY app for online transaction confirmation, there will be no changes.

What to do if your payment card is lost or stolen?
In the event of card loss or theft, please inform the bank immediately. You can block your card in the following ways:
- Via internet banking or the mobile app
- By calling the bank's helpline at +371 67031333 (weekdays from 9.00 AM to 6.00 PM)
- If you have a Mastercard, call the Worldline Latvia customer service center at +371 67092555 (outside the bank's working hours, on weekends, and public holidays)
- If you have a Visa card, outside the bank's working hours, on weekends, and public holidays, call the Nets Estonia customer service center at +372 6711444 (service available in English)
- By visiting the bank's Customer Service Center at Jēkaba iela 2, Riga (weekdays from 9.00 AM to 6.00 PM)
After blocking the card, you can order a new one via internet banking or at the bank's Customer service center.
Card security
Only the person whose name is printed on the card is authorized to use it.
The cardholder must memorize their PIN code and should not store it on any data carriers or mobile phones.
Always check the amount being charged to your card before approving a transaction.
For online purchases, use only secure online stores or service providers.
Card unblocking and PIN code change
If the PIN code is entered incorrectly three times during a transaction, the card will be blocked for security reasons. To unblock the card, visit any ATM and enter the correct PIN code (e.g., by checking your account balance or withdrawing cash).
Each time a card is replaced, renewed, or issued as a new card, a new PIN code is provided.
